PROGRAMME BACKGROUND

RedR Indonesia is implementing a project in partnership with UNICEF in strengthening national and sub-national capacity for child-centred emergency preparedness and response (EPR) including in Child Protection, Education, Nutrition, and Water Sanitation & Hygiene (WASH) and sensitizing the sub-national government and partners on Adaptive Social Protection (ASP) System.

Several trainings to strengthen the capacity of humanitarian responders have been carried out both at the national and sub-national levels. This capacity development is also expected to strengthen the Cluster Coordination in the fields of Child Protection, Education, WASH, and Nutrition. In relation to the field of Child Protection, capacity building activities at the sub-national level are carried out in Aceh Province. Meanwhile in the area of WASH, sub-national capacity buildings activities are held in several provinces, including: Aceh, West Nusa Tenggara, East Nusa Tenggara, Papua, South Sulawesi, and East Java. Currently, RedR Indonesia is searching for a consultant with expertise in the Humanitarian Sector or Monitoring, Evaluation and Learning (MEAL) to develop the lessons learned report out of RedR former training participants.

PROGRAMME INDICATOR

75 training participants in Education in Emergency at the National level representing 13 provinces, namely: Aceh, West Sumatra, Bengkulu, DKI, DIY, East Java, East Kalimantan, South Sulawesi, Central Sulawesi, North Sulawesi, East Nusa Tenggara, West Nusa Tenggara, North Maluku.
30 training participants on Child Protection in Emergency at the National level representating related Government and Non-Government Organizations.
30 training participants on Child Protection in Emergency in Aceh Province representing local Government and Non-Government Organizations
50 participants of the Water, Sanitation & Hygiene (WASH) in Emergency training at the National level representing related Government and Non-Government Organizations.
300 participants of the Water, Sanitation & Hygiene (WASH) in Emergency training at the Sub-National representing Government and Non-Government Organizations in the Provinces of Aceh, West Nusa Tenggara, East Nusa Tenggara, Papua, South Sulawesi, and East Java.
25 training participants in Nutrition in Emergency at the National level representing Non-Governmental Organizations.

OBJECTIVE

General purpose:

The objective of the learning consultancy of the Humanitarian Emergency Response trainings is to identify and describe the extent to which these trainings can close or reduce the capacity gaps of each sector in relation to disaster management preparedness.

These objectives are achieved by conducting interviews with selected former training participants, writing, and analysis on several aspects as follows:

Cluster coordination situation in the fields of Education, Child Protection, WASH, and Nutrition in Emergency in Indonesia.
The understanding of humanitarian responders on the main principles, such as: humanitarian principles, core commitment for children , and humanitarian standards.
The understanding of humanitarian responders on the technical skills in the respective sector of Education, Child Protection, WASH and Nutrition in Emergency, including: coordination, information management, monitoring & evaluation, and tools used in each sector.
The process of implementing the training, related to but not limited to: curriculum, learning modules, delivery methods, and the challenges faced both in online and offline delivery.
The relevance and contribution of the training to the participant’s work field

RESULTS EXPECTED

Availability of 6 written reports on the results of learning analysis resulting from interviews and focused group discussions (FGD) with former training participants of:

Education in Emergency
Child Protection in Emergency at the National Level,
Child Protection in Emergency at Sub-National Level (Aceh Province)
WASH in Emergency at the National Level
WASH in Emergency at the Sub-National Level (Aceh, West Nusa Tenggara, East Nusa Tenggara, Papua, South Sulawesi, East Java)
Nutrition in Emergency

The report can be used to support capacity building in the fields of Education, Child Protection, WASH, and Nutrition in emergency through cluster coordination in Indonesia.

This learning consultancy process will be carried out throughout June – September 2022 , with the following details :

3.	1 – 31 August 2022	Conducting interviews, focused group discussions, analysis, and writing reports for the areas of Water, Sanitation & Hygiene (WASH) in Emergency training at the National level, and Nutrition in Emergency
4.	1 – 27 September 2022	Report writing and presentation of consultancy results to related parties

REQUIREMENTS

Learning Consultant should meet each of these requirements and/or have other related and relevant qualifying experience

Education

Minimum bachelor’s degree for social, economic, DRR, MEAL or relevant field (relevant experience may substitute relevant degree)
Has a track record in writing report
Having an understanding of DRR, Climate Change, and Sosial Protection or specific issues in Adaptive Sosial Protection (ASP), WASH in Emergency, Education in Emergency, as well as Child Protection in Emergency

Skills & Competencies

Minimum 2 years of experience in a similar position
Minimum 1 years of experience in DRR, Climate Change, and sosial protection or specific specific issues in Adaptive Sosial Protection (ASP), WASH in Emergency, Education in Emergency, as well as Child Protection in Emergency
Ability to work efficiently and effectively under pressure to meet deadlines and to react within short notice
Strong coordination, communication and networking skills
Strong in social, interpersonal and communication skills
Multi-tasking skills
