Thousands of disasters occur every year. These disasters cause disruption of people’s lives and livelihoods, generate numerous casualties, create massive environmental and property damage, as well as cause tremendous psychological impact. Therefore, various humanitarian actors must work together to carry out disaster management efforts. A coordination system is very much needed in disaster management, the main goal of which is to ease the burden of suffering for the people affected by the disaster. One of the coordination systems that can be done is the cluster approach.
